Secretary-General, SAARC

A career diplomat of Nepal, Mr. Arjun Bahadur Thapa is the 12th Secretary-General of the South Asian Association for Regional Cooperation (SAARC). The SAARC comprises eight member countries of South Asia – Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. H.E. Mr. Thapa assumed the post of Secretary-General of SAARC on 1 March 2014.

In 1983, Thapa joined the Government Service of Nepal as Section Officer at the Ministry of Law and Justice. He served the Ministry as Assistant Secretary (1993-1994) and later as Under Secretary (1994-1999). During his service at the Ministry, he was attached to International Law and Treaties Division all through. In June 1999, he joined the Ministry of Foreign Affairs. He held the position of Foreign Secretary from 2013 to January 2014. He also served as Nepal’s Ambassador to the United Arab Emirates (December 2007-January 2012); as Charge d’Affaires, a.i., Permanent Mission of Nepal to the United Nations, New York (November 2005-August 2006); Deputy Permanent Representative, Permanent Mission of Nepal to the United Nations, New York (December 2002-November 2005 and August 2006-February 2007); as Joint Secretary & Head of Regional Organizations Division (SAARC & BIMSTEC), Europe–Americas Division, Administration Division and Spokesperson of the Ministry of Foreign Affairs (April 2012-July 2013).

H.E. Mr. Thapa is the author of “The Nepalese Law of Treaties” published in 1992. He was conferred on Gorkha Dakshin (IV Class) in 1995.


President, Asia Pacific Research Committee

The Asia Pacific Research Committee (APRC) was established in April 2009 and is positioned as the prime network for exchanging information and knowledge on marketing research and related industries between the associations and societies in the Asia Pacific region.

As President of APRC, Peter Harris promotes practical information exchange with members such as professional standards, quality assurance, regulatory activities, public affairs, publications, professional learning and thought leadership.

As an advocate for collaboration, the APRC delivers further value to the market research community in partnership with The Global Research Business Network (GRBN) which produces global insights on research trends, and develop industry best practices.

To enable the above aim, the APRC has created an annual Asia Pacific Research Conference that will leverage the regional conference held by research associations in the region. Each representative country of the APRC is to take a turn to host the Asia Pacific Research Conference.

Raj Babbar is a Hindi and Punjabi film actor and politician belonging to Indian National Congress. He has been a three-time member of the Lok Sabha and a two-time member of the Rajya Sabha. Richard Lee graduated from the Guangzhou University of Foreign Languages & Foreign Trade in 1992 with an MA degree and became an English lecturer at the PLA Foreign Languages University based in Luoyang, Henan Province, China. He was the spokesperson of the PLA Hong Kong Garrison starting in 1997, and later worked at Huawei Technologies in the telecommunications industry for over 9 years. Richard joined Baidu in 2011, and is now Director of International Business Development & Global Marketing in Baidu’s Global Business Unit. Baidu is one of the top 15 most powerful brands in the world.

Chairman, Oxigen Services India Pvt. Ltd.

Mr. Pramod Saxena is a visionary with four decades of rich experience on diverse fields. He is a Chemical Engineer from IIT-Roorkee, with an entrepreneurial management career, culminating in setting up of own business which has had international partners like Citi Group and Microsoft Corp. (USA).

He was an important part of senior management in Essar Group and acted as the CEO of Chairman’s Office. During that period of time, he designed and managed green field business in telecom (Mobile). He was responsible for setting up India’s largest iron ore pelletizing project at Vizag. Between the year 1992 and 1993, Mr. Saxena managed the M&A for Essar’s investment in an Italian State Steel Company, a 1 billion US dollar leveraged buyout (LBO) deal. Besides this, he also took care of the acquisition and operation management of Aegis (USA) and acquisition of BPL mobile.

As a president of continental India and APAC for Motorola India, he led the company to be the leading cellular infrastructure provider (GSM & CDMA) with 40% share of market and high growth in the revenues. Later in 2004, he founded Oxigen Services, which is India’s largest service aggregator and distributor for micro-payments and is India’s first company that digitized cash and distributed micropayments. Oxigen also provides mobile and kiosk banking facilities. Since 2004, he is the acting chairman and managing director of the leading mobile wallet company.

Mr. Pramod Saxena has also co-chaired FICCI’s telecom committee for years contributing liberally towards corporate social responsibility, health and educational causes.
